Professional Background and Responsibilities
Tom W. Buescher joined Hochschild, Bloom & Company LLP in the summer of 1970 as a staff accountant. He was promoted to the position of manager in 1976. The duties of this position included review of the Washington office's audited, reviewed and compiled financial reports and workpapers for compliance with U.S. generally accepted auditing standards and procedures. Mr. Buescher was admitted as a partner in 1985. He is currently the partner in charge of the Washington office and the administrative partner of the Firm. Additional responsibilities include managing the Federal and State income tax return procedures of the Firm and providing quality services to clients.

Professional Background and Responsibilities
Robert B. Offerman joined Hochschild, Bloom & Company LLP in 1975 as a staff accountant. He was promoted to senior staff accountant in 1977, director of accounting and auditing in 1985, partner in 1994 and managing partner in 1999. Mr. Offerman has a broad range of experience and responsibilities, including audited engagements, management systems, accounting systems and varying tax and government reporting services. In 1984 he was assigned the responsibility of managing the Firm’s ERISA Department (Pension and Profit Sharing Plans), which includes giving technical assistance to our personnel, planning for and advising clients and drafting plan documents with related government information returns. In 1994 he was assigned the responsibility of managing the Firm’s Accounting and Auditing Department, which includes establishing policies and procedures on a Firm-wide basis to assure that all the Firm’s Accounting and Auditing engagements are performed in accordance with applicable professional standards and that all client reports are prepared in accordance with U.S. generally accepted reporting standards of the profession.
In 1999 he was elected to the position of managing partner to provide the leadership and vision for the Firm into the 21 st century. In this role he is responsible for providing the strategic direction for the Firm, the development of plans and assignment of personnel to support those objectives.

Rita A. Griesheimer joined Hochschild, Bloom & Company LLP in 1975 as a staff accountant and was promoted to partner in 1998. Her responsibilities include supervising other accountants in the many facets of personal and corporate taxation and financial statement reports. Mrs. Griesheimer also supervises many of the more complex estate and trust returns.

Michael D. Williams joined Hochschild, Bloom & Company LLP in 1987, received his CPA certificate in 1989, and accepted as partner in 1998. He has managed work done for various cities, districts, and other political subdivisions and nonprofit agencies, including consulting projects and work with federal program audits. In 1992, he was awarded the Certificate of Educational Achievement in the Governmental Accounting and Auditing Program of the American Institute of Certified Public Accountants. In the last three years, he has attended conferences on detecting fraud, internal controls, grant program compliance, and employee benefits.
He is a member of the American Institute of Certified Public Accountants and is the chairman of the Missouri Society of Certified Public Accountants’ Governmental Accounting Committee and is its liaison member to the Technical Standards Review Committee. He has been a member of the Government Finance Officers Association’s Special Review Committee since 1992 and has reviewed audit reports for the Missouri Society of Certified Public Accountants’ Technical Standards Review Committee. He has been a speaker on technical subjects at various conferences and has co-authored various articles for publication related to governmental sector topics.

Tamber M. Alsop joined Hochschild, Bloom & Company LLP in 1994 as a
staff accountant and was promoted to partner in 2002. Prior to joining
the Firm, she had five years experience in public accounting. She has
many supervisory audit responsibilities in audits of nonprofit
agencies, cities, other political subdivisions and corporations. She
has experience with fraud audits, HUD audits, Federal programs and
other “Yellow Book” and Single Audits. She performs compilation, review
and taxation services for major clients of the Firm.
As partner for the Firm, her primary function is to direct engagements,
supervise senior and staff accountants, and review the work completed
